Who decides whether a recording is 5:1 or 7:1

Hi,

Excuse my using English again.

When switched to receive DTS should I take it for granted that it is 5:1 surround unless it is supposed to be only in stereo.

Is it myself who decides that I maybe would prefer to use Pro Logic or Neo:6 to hear my albums in7:1?

Or is it up to the mixer in the studio that decides what system, 5:1 or 7:1?

Also when given the choice of Advanced Resolution Stereo 192kHz/24-bit and choose advanced stereo, how do I know my album is playing at that resolution?

I do not have the hearing capabilities of a baby or teenager.

My best guess is, that it's something that's decided somewhere in the planning of the production, possibly with respect payed to some of the financers. That might very well be someone with a company he wants to promote, who is owner of the brand of one of the standards.
